This attempt was made to encourage foreign investment, facilitate participation of the local private sector, promote competition, ensure healthy competition, minimize government involvement, monitor the tariffs and services quality and protect the consumers' rights.After completing the tender formalities and reviewing the bids, MICT announced Irancell consortium as the winner of the tender for the second operator on 16 February 2004.Once the Law on Authorization of License Agreement for Mobile and Network Serviceswas approved by the Parliament as well as the Guardian Council and the License Fee was paid by Irancell on 25 October 2005, Irancell was granted the Mobile Communications Network and Services (GSM) License by MICT on 27 November 2005. It is noteworthy that the License is valid nationwide and it has been granted for full geographical coverage.Within a short time after obtaining the License, Irancell managed to complete the network operation and roll-out. Therefore, it started pilot launch of its network on 28 August 2006, only 9 months after obtaining the License. Finally, Irancell network was officially launched on 21 October 2006 in Tehran, Tabriz and Mashhad.Engaging experienced local and international experts, Irancell managed to develop its network within a short time and provide quality services nationwide based on the international standards. Irancell network provides its subscribers with an advanced generation of GSM system to enjoy the benefits of EDGE (2.75 G).Enhanced Data GSM Evolution (EDGE), an advanced GPRS generation, enables Irancell subscribers to have access to Internet and other similar high speed networks through their handsets in order to send and receive big size voice, image and text messages.In line with the development of market share, products and services, Irancell participated in the tender for WiMAX services and managed to receive its License on 28 February 2009. Currently, high speed WiMAX Internet with bandwidth between 128 kbps to 2 mbps is available in 29 cities.On 05 August 2014 Irancell succeeded in acquiring the License for the pilot launch of 3G and 4G mobile Internet and a short while after that 3G and 4G were commercially launched nationwide on 26 August 2014. Bases on this License, Irancell can provide its subscribers with the most extensive and the fastest mobile Internet.MTN Irancell managed to obtain the National TD-LTE License on 26 August 2015 for the first time in Iran, following which the geographical and technological restrictions of WiMAX License were removed. LicensesAs Iran’s second operator, Irancell Telecommunications Services Company has successfully enhanced its infrastructures during the past years and was proud to receive the following licenses from the Communications Regulatory Authority, progressing towards the ultimate goal of providing more efficient services to its subscribershttps://irancell.irتاریخچه ایرانسلدر راستای اجرای برنامه سوم توسعه اقتصادی، اجتماعی و فرهنگی کشور و در جهت تحقق ماده ۱۲۴ برنامه مذکور و با هدف توسعه ارتباطات و مخابرات از طریق خصوصیسازی و سرمایهگذاری شرکتهای خارجی، وزارت ارتباطات و فنآوری اطلاعات در مهرماه ۱۳۸۲ اقدام به برپایی مقدمات برگزاری مزایده اپراتوری دوم تلفن همراه نمود.این اقدام به منظور حمایت از سرمایهگذاری خارجی و مشارکت بخش خصوصی داخلی و در جهت ترویج رقابت، تضمین رقابت سالم، کاهش تصدیگری، نظارت بر تعرفهها و کیفیت خدمات و حمایت از مصرفکنندگان انجام گردید.پس از انجام تشریفات مزایده و بررسی پیشنهادات شرکت کنندگان، وزارت ارتباطات و فنآوری اطلاعات در تاریخ ۲۷ بهمن ۱۳۸۲ کنسرسیوم ایرانسل را به عنوان برنده مزایده اپراتوری دوم تلفن همراه اعلام نمود.سرانجام پس از تصویب قانون اجازه موافقتنامه پروانه شبکه و خدمات ارتباطات سیار توسط مجلس شورای اسلامی و شورای محترم نگهبان و واریز مبلغ حق لیسانس از طرف ایرانسل در تاریخ ۳ آبان ۱۳۸۴، شرکت خدمات ارتباطی ایرانسل در۶ آذر ۱۳۸۴ موفق به دریافت پروانه شبکه خدمات ارتباطات سیار (جی اس ام) از وزارت ارتباطات و فناوری اطلاعات گردید. شایان ذکر است، این مجوز در سطح ملی و برای پوشش جغرافیایی کل کشور اعطا گردیده است.شرکت ایرانسل توانست در مدت زمان کوتاهی پس از دریافت مجوز مذکور، مراحل راهاندازی و توسعه شبکه را به انجام رسانده و در۶ شهریور ۱۳۸۵ (نه ماه پس از دریافت مجوز) بهرهبرداری آزمایشی از شبکه را آغاز نماید. شبکه ایرانسل در ۲۹ مهر ۱۳۸۵ به صورت رسمی در شهرهای تهران، مشهد و تبریز افتتاح گردید.ایرانسل با بهرهگیری از متخصصان مجرب داخلی و خارجی، نه تنها توانسته است شبکه خود را در مدتزمان کوتاه و با سرعت چشمگیری در سراسر کشور توسعه دهد، بلکه ارائه خدمات با کیفیت در سطح استاندارهای جهانی را سر لوحه کار خود قرار داده است. شبکه ایرانسل نسل پیشرفتهای ازسیستم GSM را در اختیار مشترکان قرار میدهد تا مشترکان قادر به استفاده از سرویسهای نسل 75/2 (EDGE) باشند.Enhanced Data GSM Evolution) EDGE) نسل پیشرفته GPRS، به مشترکان ایرانسل امکان میدهد که از طریق تلفن همراه به شبکه اینترنت و یا شبکههای مشابه با سرعت بالا دسترسی داشته باشند و همچنین امکان ارسال و دریافت صوت، تصویر و متنهای با حجم بالا را میسر میسازد.در راستای گسترش سهم بازار و توسعه محصولات و خدمات، شرکت خدمات ارتباطی ایرانسل، برنده مناقصه ارائه خدمات وایمکس شده و در تاریخ ۱۰ اسفند ۱۳۸۷ موفق به دریافت پروانه فعالیت گردید. در حال حاضر، دسترسی به خدمات اینترنت پرسرعت بیسیم از طریق وایمکس ایرانسل در ۲۹ شهر با پهنای باند ۱۲۸ کیلوبیت بر ثانیه تا ۲ مگابیت بر ثانیه، بر اساس درخواست، امکانپذیر است.در تاریخ ۱۴ مرداد ۱۳۹۳ شرکت ایرانسل مجوز آزمایشی ارائه اینترنت نسل سوم و چهارم تلفن همراه را کسب کرد و در ۴ شهریور ۱۳۹۳ این طرح به صورت رسمی با شتابی بیسابقه در اقصی نقاط کشور پی گرفته شد. بر اساس این مجوز، ایرانسل هم اکنون سریعترین و گستردهترین شبکه اینترنت همراه کشور را در اختیار مشترکان خود قرار داده است.این شرکت موفق شد در تاریخ ۴ شهریور ۱۳۹۴، «پروانه سراسری انتقال داده مبتنی بر فناوری بیسیم ثابت بدون محدودیت در فناوری» را نیز برای نخستین بار در ایران کسب کند که در پی آن محدودیت جغرافیایی و تکنولوژیک پروانه وایمکس برطرف شد.مجوزهاشرکت خدمات ارتباطی ایرانسل به عنوان دومین اپراتور تلفن همراه کشور، در طول سالهای فعالیت خود با تلاش روزافزون در جهت ارتقای زیرساختهای خود، موفق به کسب مجوزهای زیر از سازمان تنظیم مقررات و ارتباطات رادیویی شده است تا هرچه بیشتر در راستای خدمترسانی به هموطنان عزیز گام%2
